PromoUkraina in Council of Europe

PromoUkraïna association was invited this Monday, October 10 to discuss with the Sub-Committee on Diasporas and Integration of the Parliamentary Assembly of the Council of Europe, about the support provided by the association to temporarily displaced persons from Ukraine.

The exchange of views took place during the 4th part-session of the Parliamentary Assembly of the Council of Europe, with the aim of illustrating with concrete examples how the diaspora play an important role, both in the host country than in the country of origin.

The association PromoUkraïna represented by Iryna Petrovska, vice-president of the association, wishes to thank Mr. Paulo PISCO, president of the sub-committee and its members for the opportunity given to be able to discuss the needs of temporarily displaced persons from Ukraine and to be able to contribute to the discussions.

The association recalled that the Ukrainian diaspora in France was old, with waves of immigration during the First and Second World Wars. The first Ukrainian association in France was thus created in 1908 in Paris. The Ukrainian diaspora in Alsace, the second largest in France, has been constantly increasing in recent years. In 2022, due to the war, the number of people temporarily displaced from Ukraine was estimated at 36,000.

The association "PromoUkraïna", a cultural and charitable association of Ukrainian civil society in Alsace, has also been fully mobilized since 2014 to promote the rapprochement of Ukrainian and French civil societies through the European integration of Ukraine; to deepen the knowledge of French and Europeans of contemporary Ukraine, its history and its culture; and promote the development of cultural and humanitarian exchanges between Ukraine, France and the EU.

The association recalled the many initiatives put in place for immediate support for the reception of temporarily displaced persons, but also longer-term actions aimed at the integration of Ukrainian men and women, including:

- support for institutional partners in welcoming people who have recently arrived or are in transit, in particular for interpreting, mediation and support activities;

- cooperation with Emmaüs for the distribution of food vouchers;

- the collection of accommodation offers in the private sector;

- the organization of employment days in partnership with Pôle Emploi in Strasbourg;

- the installation of a social and solidarity grocery store in cooperation with the Food Bank with the distribution of hygiene products, food and clothing;

- the setting up of French courses in Strasbourg in cooperation with the AMSED association and the Ukrainian School of Strasbourg;

- the organization of psychological assistance to Ukrainian refugees;

- the organization of art therapy sessions and the setting up of after-school care for Ukrainian children in cooperation with the Ukrainian School of Strasbourg, including French lessons, art therapy and the organization of cultural and sporting events during school holidays;

- the accompaniment of Ukrainian artists with in particular the organization and the participation in artistic and cultural events;

- the collection and delivery of direct humanitarian aid to Ukraine, sent to around ten of our local partners as well as to disaster areas in Ukraine (including the dispatch of 7 ambulances), in particular in partnership with Civil Protection 67.

PromoUkraïna spoke about the importance of education, knowledge of French, mental health, housing and the employment situation for the integration of people temporarily displaced from Ukraine, as well as the awareness of French and European civil societies on humanitarian issues and support for the Ukrainian population. It was thus recalled that access to housing remained a major challenge.

We remain convinced that our action and that of the various local associations, civil society and the various authorities will facilitate the integration and acceptance of civil societies in Europe.
